(a) Except as provided in part 107 of this chapter, this part prescribes:
Flight instructors may log any flight time as PIC whenever they are providing flight instruction, whether or not they are acting as PIC (FAR 61.51). This mainly applies to FAR Part 91 operations! An instructor may not give flight instruction during a FAR 135 or 121 operation unless he/she is a designated flight instructor as stated in the. Flight training means that training, other than ground training, received from an authorized instructor in flight in an aircraft. Ground training means that training, other than flight training, received from an authorized instructor. Institution of higher education has the same meaning as defined by the Department of Education in 34 CFR 600.4. Prescribed time range, to facilitate passenger connections – Time zone differences limit feasible departure times (e.g., flights from US to Europe do not depart before 1700, as passengers do not want to arrive at their destination before 0600) – Airport slot times, noise curfews limit scheduling flexibility. A slot, or slot time to be precise, is assigned due to restrictions in traffic flow at an airport or airspace (e.g. European airspace being congested at times, lack of staff/air traffic controllers, weather). It usually refers to the Calculated Take-Off Time (CTOT).
(1) The requirements for issuing pilot, flight instructor, and ground instructor certificates and ratings; the conditions under which those certificates and ratings are necessary; and the privileges and limitations of those certificates and ratings.
(2) The requirements for issuing pilot, flight instructor, and ground instructor authorizations; the conditions under which those authorizations are necessary; and the privileges and limitations of those authorizations.
(3) The requirements for issuing pilot, flight instructor, and ground instructor certificates and ratings for persons who have taken courses approved by the Administrator under other parts of this chapter.
(b) For the purpose of this part:
Accredited has the same meaning as defined by the Department of Education in 34 CFR 600.2.
Aeronautical experience means pilot time obtained in an aircraft, flight simulator, or flight training device for meeting the appropriate training and flight time requirements for an airman certificate, rating, flight review, or recency of flight experience requirements of this part.
Authorized instructor means -
(i) A person who holds a ground instructor certificate issued under part 61 of this chapter and is in compliance with § 61.217, when conducting ground training in accordance with the privileges and limitations of his or her ground instructor certificate;
(ii) A person who holds a flight instructor certificate issued under part 61 of this chapter and is in compliance with § 61.197, when conducting ground training or flight training in accordance with the privileges and limitations of his or her flight instructor certificate; or
(iii) A person authorized by the Administrator to provide ground training or flight training under part 61, 121, 135, or 142 of this chapter when conducting ground training or flight training in accordance with that authority.
Aviation training device means a training device, other than a full flight simulator or flight training device, that has been evaluated, qualified, and approved by the Administrator.
Complex airplane means an airplane that has a retractable landing gear, flaps, and a controllable pitch propeller, including airplanes equipped with an engine control system consisting of a digital computer and associated accessories for controlling the engine and propeller, such as a full authority digital engine control; or, in the case of a seaplane, flaps and a controllable pitch propeller, including seaplanes equipped with an engine control system consisting of a digital computer and associated accessories for controlling the engine and propeller, such as a full authority digital engine control.
Cross-country time means -
(i) Except as provided in paragraphs (ii) through (vi) of this definition, time acquired during flight -
(A) Conducted by a person who holds a pilot certificate;
(B) Conducted in an aircraft;
(C) That includes a landing at a point other than the point of departure; and
(D) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems to navigate to the landing point.
(ii) For the purpose of meeting the aeronautical experience requirements (except for a rotorcraft category rating), for a private pilot certificate (except for a powered parachute category rating), a commercial pilot certificate, or an instrumentrating, or for the purpose of exercising recreational pilot privileges (except in a rotorcraft) under § 61.101 (c), time acquired during a flight -
(A) Conducted in an appropriate aircraft;
(B) That includes a point of landing that was at least a straight-line distance of more than 50 nautical miles from the original point of departure; and
(C) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems to navigate to the landing point.
(iii) For the purpose of meeting the aeronautical experience requirements for a sport pilot certificate (except for powered parachute privileges), time acquired during a flight conducted in an appropriate aircraft that -
(A) Includes a point of landing at least a straight line distance of more than 25 nautical miles from the original point of departure; and
(B) Involves, as applicable, the use of dead reckoning; pilotage; electronic navigation aids; radio aids; or other navigation systems to navigate to the landing point.
(iv) For the purpose of meeting the aeronautical experience requirements for a sport pilot certificate with powered parachute privileges or a private pilot certificate with a powered parachute category rating, time acquired during a flight conducted in an appropriate aircraft that -
(A) Includes a point of landing at least a straight line distance of more than 15 nautical miles from the original point of departure; and
(B) Involves, as applicable, the use of dead reckoning; pilotage; electronic navigation aids; radio aids; or other navigation systems to navigate to the landing point.
(v) For the purpose of meeting the aeronautical experience requirements for any pilot certificate with a rotorcraft category rating or an instrument-helicopter rating, or for the purpose of exercising recreational pilot privileges, in a rotorcraft, under § 61.101(c), time acquired during a flight -
(A) Conducted in an appropriate aircraft;
(B) That includes a point of landing that was at least a straight-line distance of more than 25 nautical miles from the original point of departure; and
(C) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems to navigate to the landing point.
(vi) For the purpose of meeting the aeronautical experience requirements for an airline transport pilot certificate (except with a rotorcraft category rating), time acquired during a flight -
(A) Conducted in an appropriate aircraft;
(B) That is at least a straight-line distance of more than 50 nautical miles from the original point of departure; and
(C) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems.
(vii) For a military pilot who qualifies for a commercial pilot certificate (except with a rotorcraft category rating) under § 61.73 of this part, time acquired during a flight -

(C) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems.
Examiner means any person who is authorized by the Administrator to conduct a pilot proficiency test or a practical test for an airman certificate or rating issued under this part, or a person who is authorized to conduct a knowledge test under this part.
Flight training means that training, other than ground training, received from an authorized instructor in flight in an aircraft.
Ground training means that training, other than flight training, received from an authorized instructor.
Institution of higher education has the same meaning as defined by the Department of Education in 34 CFR 600.4.
Instrument approach means an approach procedure defined in part 97 of this chapter.
Instrument training means that time in which instrument training is received from an authorized instructor under actual or simulated instrument conditions.
Knowledge test means a test on the aeronautical knowledge areas required for an airman certificate or rating that can be administered in written form or by a computer.
Nationally recognized accrediting agency has the same meaning as defined by the Department of Education in 34 CFR 600.2.
Night vision goggles means an appliance worn by a pilot that enhances the pilot’s ability to maintain visual surface reference at night.
Night vision goggle operation means the portion of a flight that occurs during the time period from 1 hour after sunset to 1 hour before sunrise where the pilot maintains visual surface reference using night vision goggles in an aircraft that is approved for such an operation.
Pilot time means that time in which a person -
(i) Serves as a required pilot flight crewmember;
(ii) Receives training from an authorized instructor in an aircraft, full flight simulator, flight training device, or aviation training device;
(iii) Gives training as an authorized instructor in an aircraft, full flight simulator, flight training device, or aviation training device; or
(iv) Serves as second in command in operations conducted in accordance with § 135.99(c) of this chapter when a second pilot is not required under the type certification of the aircraft or the regulations under which the flight is being conducted, provided the requirements in § 61.159(c) are satisfied.
Practical test means a test on the areas of operations for an airman certificate, rating, or authorization that is conducted by having the applicant respond to questions and demonstrate maneuvers in flight, in a flight simulator, or in a flight training device.
Set of aircraft means aircraft that share similar performance characteristics, such as similar airspeed and altitude operating envelopes, similar handling characteristics, and the same number and type of propulsion systems.
Student pilot seeking a sport pilot certificate means a person who has received an endorsement -
(i) To exercise student pilot privileges from a certificated flight instructor with a sport pilot rating; or
(ii) That includes a limitation for the operation of a light-sport aircraft specified in § 61.89(c) issued by a certificated flight instructor with other than a sport pilot rating.
Technically advanced airplane (TAA) means an airplane equipped with an electronically advanced avionics system.
Training time means training received -
(i) In flight from an authorized instructor;
(ii) On the ground from an authorized instructor; or
(iii) In a flight simulator or flight training device from an authorized instructor. [Doc. Completion of the ICAO flight plan form is quite simple and is only a matter of inserting the requested information in the appropriate boxes. The white boxes on the form relate to required information about the flight and are to be completed by the pilot or dispatcher while the shaded boxes indicate the information that is to be inserted by appropriate ATS and COM services.
*2Contents of a Flight PlanHow to Complete the Flight Plan Form
It is very important to adhere closely to the prescribed formats and manner of specifying data.
A new flight plan format was fully implemented from 15th November 2012 containing certain significant changes from the previous format.
When completing a flight plan the following rules apply:
*use capital letters, one letter in each space of the field (unless field are not divided into spaces)
*adhere to the prescribed formats and manner of specifying data
*any data should be inserted only in the fields and spaces provided.
*where excess space is available, leave unused spaces blank.
*all times should be clock times in 4 figures UTC (e.g., 1800, 0930, etc.)
*the term “aerodrome”, where used in the flight plan, is intended to cover also sites other than aerodromes, which may be used by certain types of aircraft, e.g., helicopters or balloons.
*note that item numbers on the form are not consecutive (they correspond to item type in standard ATS messages).
*items preceding item 7 are to be completed by ATC and COM services
*items 7 to 18 should be completed as indicated hereunder.
*item 19 completion is to facilitate alerting of SAR (Search and Rescue) services.
Also remember that:
*if your flight plan is for a future date (You may file Your flight plan 120 hours before Estimated Off Block Time – EOBT) make sure that the date is provided clearly in item 18 (preceded by “DOF/”) . If You want to delay Your flight plan over midnight, a CHG (Change) and not DLA (Delay) message should be sent.
*it is essential to advise ATS of cancellation, delay or any changes to the flight plan. When multiple changes are to be made, it is preferable to cancel the existing flight plan and file a new one. The pilot (or representative) should advise ATS about a delay if it exceeds 30 minutes for flights in controlled airspace, or 60 minutes for flights outside controlled airspace.
*after filing the flight plan check if it has been received and accepted. Only then will you be able to use it.
*if, as a result of modifications to the original flight plan, any ATS may receive a CHG (Change) message only, then the modified flight plan should also be sent along with the message.Contents of a Flight PlanItem 7
AIRCRAFT IDENTIFICATION (maximum 7 characters)
This consists of the aircraft registration letters or the company designator followed by the flight number which are to be used by air traffic services for radiotelephony communication and coordination.
This field can be filled in in one of the following ways:a) aircraft registration when:- in radiotelephony, the call sign to be used by the aircraft will consist of this identification alone (Example: DAGXC or N137DK)- preceded by the ICAO telephony designator for the aircraft operating agency (Example: SMALL-AIRLINE DAGXC)- the aircraft is not equipped with radio;b) operating agency and flight number: ACA123, KLM672, BAW74W, etc.c) tactical call sign (usually military): BRUNO12, SWIFT45, RED1, etc.
The most frequent option for general aviation is: aircraft registration.Item 8
FLIGHT RULES AND TYPE OF FLIGHT (2 characters)
This item indicates both flight rules and type of flight. Flight rules are important due to different regulations, weather and separation minimums for IFR and VFR flights.
Insert one of the following letters to denote the category of flight rules with which the pilot intends to comply. Options are:I for IFRV for VFRY for IFR first, then VFR (this will indicate to ATS that during the flight a pilot will call for IFR flight cancellation)Z for VFR first, then IFR (this will indicate to ATS that during the flight a pilot will call for changing to IFR which will require ATC clearance from ATS)
If “Y” or “Z” is used, specify, in the route section of the flight plan, the point(s) where a change in flight rules is planned. Similarly, where there is more than one change in the type of flight rules, the code to be used is to reflect the first rule, i.e., use “Z” for VFR/IFR/VFR.
Then insert one of the following letters to denote the type of flight if required by the appropriate ATS authority. Options are:S for scheduled air serviceN for non-scheduled air serviceG for general aviationM for militaryX for other than the preceding categories
The most frequent option for general aviation is: VG (assuming You will fly VFR general aviation flight)Item 9
NUMBER AND TYPE OF AIRCRAFT AND WAKE TURBULENCE CATEGORY
Insert number of aircraft, if more than one (1 or 2 characters) followed by type of aircraft (2 to 4 characters).
The type of aircraft is indicated by the manufacturer’s designator. If no such designator has been assigned, or in the case of formation flights comprising more than one type, insert “ZZZZ” and specify the number(s) and type(s) of aircraft in Item 18 (see below) preceded by “TYP/” (up to 60 characters can be put, for example: TYP/3C182 2C172).
ICAO aircraft type designators are presented in ICAO Doc 8643.
Then add ICAO Wake Turbulence Category (1 character). Options are:/L – LIGHT, to indicate an aircraft type with a maximum certificated takeoff mass of 7000 kg (15 500 lbs) or less./M – MEDIUM, to indicate an aircraft type with a maximum certificated takeoff mass of less than 136 000 kg (300 000 lbs), but more than 7 000 kg (15 500 lbs)./H – HEAVY, to indicate an aircraft type with a maximum certificated takeoff mass of 136000 kg (300 000 lbs) or more.Item 10
EQUIPMENT
The COM/NAV/SSR equipment on board and its serviceability must be inserted by adding the appropriate suffixes. The first suffixes will denote the COM/NAV equipment, followed by an oblique stroke, and another suffix to denote the SSR equipment. Options for COM/NAV equipment are:N if no COM/NAV/approach aid equipment for the route to be flown is carried, or the equipment is unserviceable,or S if standard COM/NAV/approach aid equipment for the route to be flown is available and serviceable.
IMPORTANT: standard equipment is considered to be VHF RTF, VOR and ILS unless another combination is prescribed by aviation authority local regulations.
NOTE: many pilots use “S” even though they do not have all the elements of ’standard’ present and certified (for example no ILS). THIS IS A SERIOUS MISTAKE! If You are in such situation, list all your equipment with the letters given below.

(iv) For the purpose of meeting the aeronautical experience requirements for a sport pilot certificate with powered parachute privileges or a private pilot certificate with a powered parachute category rating, time acquired during a flight conducted in an appropriate aircraft that -
(A) Includes a point of landing at least a straight line distance of more than 15 nautical miles from the original point of departure; and
(B) Involves, as applicable, the use of dead reckoning; pilotage; electronic navigation aids; radio aids; or other navigation systems to navigate to the landing point.
(v) For the purpose of meeting the aeronautical experience requirements for any pilot certificate with a rotorcraft category rating or an instrument-helicopter rating, or for the purpose of exercising recreational pilot privileges, in a rotorcraft, under § 61.101(c), time acquired during a flight -
(A) Conducted in an appropriate aircraft;
(B) That includes a point of landing that was at least a straight-line distance of more than 25 nautical miles from the original point of departure; and
(C) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems to navigate to the landing point.
(vi) For the purpose of meeting the aeronautical experience requirements for an airline transport pilot certificate (except with a rotorcraft category rating), time acquired during a flight -
(A) Conducted in an appropriate aircraft;
(B) That is at least a straight-line distance of more than 50 nautical miles from the original point of departure; and
(C) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems.
(vii) For a military pilot who qualifies for a commercial pilot certificate (except with a rotorcraft category rating) under § 61.73 of this part, time acquired during a flight -

Completion of the ICAO flight plan form is quite simple and is only a matter of inserting the requested information in the appropriate boxes. The white boxes on the form relate to required information about the flight and are to be completed by the pilot or dispatcher while the shaded boxes indicate the information that is to be inserted by appropriate ATS and COM services.
*2Contents of a Flight PlanHow to Complete the Flight Plan Form
It is very important to adhere closely to the prescribed formats and manner of specifying data.
A new flight plan format was fully implemented from 15th November 2012 containing certain significant changes from the previous format.
When completing a flight plan the following rules apply:
*use capital letters, one letter in each space of the field (unless field are not divided into spaces)
*adhere to the prescribed formats and manner of specifying data
*any data should be inserted only in the fields and spaces provided.
*where excess space is available, leave unused spaces blank.
*all times should be clock times in 4 figures UTC (e.g., 1800, 0930, etc.)
*the term “aerodrome”, where used in the flight plan, is intended to cover also sites other than aerodromes, which may be used by certain types of aircraft, e.g., helicopters or balloons.
*note that item numbers on the form are not consecutive (they correspond to item type in standard ATS messages).
*items preceding item 7 are to be completed by ATC and COM services
*items 7 to 18 should be completed as indicated hereunder.
*item 19 completion is to facilitate alerting of SAR (Search and Rescue) services.
Also remember that:
*if your flight plan is for a future date (You may file Your flight plan 120 hours before Estimated Off Block Time – EOBT) make sure that the date is provided clearly in item 18 (preceded by “DOF/”) . If You want to delay Your flight plan over midnight, a CHG (Change) and not DLA (Delay) message should be sent.
*it is essential to advise ATS of cancellation, delay or any changes to the flight plan. When multiple changes are to be made, it is preferable to cancel the existing flight plan and file a new one. The pilot (or representative) should advise ATS about a delay if it exceeds 30 minutes for flights in controlled airspace, or 60 minutes for flights outside controlled airspace.
*after filing the flight plan check if it has been received and accepted. Only then will you be able to use it.

(a) Except as provided in part 107 of this chapter, this part prescribes:
Flight instructors may log any flight time as PIC whenever they are providing flight instruction, whether or not they are acting as PIC (FAR 61.51). This mainly applies to FAR Part 91 operations! An instructor may not give flight instruction during a FAR 135 or 121 operation unless he/she is a designated flight instructor as stated in the. Flight training means that training, other than ground training, received from an authorized instructor in flight in an aircraft. Ground training means that training, other than flight training, received from an authorized instructor. Institution of higher education has the same meaning as defined by the Department of Education in 34 CFR 600.4. Prescribed time range, to facilitate passenger connections – Time zone differences limit feasible departure times (e.g., flights from US to Europe do not depart before 1700, as passengers do not want to arrive at their destination before 0600) – Airport slot times, noise curfews limit scheduling flexibility. A slot, or slot time to be precise, is assigned due to restrictions in traffic flow at an airport or airspace (e.g. European airspace being congested at times, lack of staff/air traffic controllers, weather). It usually refers to the Calculated Take-Off Time (CTOT).
(1) The requirements for issuing pilot, flight instructor, and ground instructor certificates and ratings; the conditions under which those certificates and ratings are necessary; and the privileges and limitations of those certificates and ratings.
(2) The requirements for issuing pilot, flight instructor, and ground instructor authorizations; the conditions under which those authorizations are necessary; and the privileges and limitations of those authorizations.
(3) The requirements for issuing pilot, flight instructor, and ground instructor certificates and ratings for persons who have taken courses approved by the Administrator under other parts of this chapter.
(b) For the purpose of this part:
Accredited has the same meaning as defined by the Department of Education in 34 CFR 600.2.
Aeronautical experience means pilot time obtained in an aircraft, flight simulator, or flight training device for meeting the appropriate training and flight time requirements for an airman certificate, rating, flight review, or recency of flight experience requirements of this part.
Authorized instructor means -
(i) A person who holds a ground instructor certificate issued under part 61 of this chapter and is in compliance with § 61.217, when conducting ground training in accordance with the privileges and limitations of his or her ground instructor certificate;
(ii) A person who holds a flight instructor certificate issued under part 61 of this chapter and is in compliance with § 61.197, when conducting ground training or flight training in accordance with the privileges and limitations of his or her flight instructor certificate; or
(iii) A person authorized by the Administrator to provide ground training or flight training under part 61, 121, 135, or 142 of this chapter when conducting ground training or flight training in accordance with that authority.
Aviation training device means a training device, other than a full flight simulator or flight training device, that has been evaluated, qualified, and approved by the Administrator.
Complex airplane means an airplane that has a retractable landing gear, flaps, and a controllable pitch propeller, including airplanes equipped with an engine control system consisting of a digital computer and associated accessories for controlling the engine and propeller, such as a full authority digital engine control; or, in the case of a seaplane, flaps and a controllable pitch propeller, including seaplanes equipped with an engine control system consisting of a digital computer and associated accessories for controlling the engine and propeller, such as a full authority digital engine control.
Cross-country time means -
(i) Except as provided in paragraphs (ii) through (vi) of this definition, time acquired during flight -
(A) Conducted by a person who holds a pilot certificate;
(B) Conducted in an aircraft;
(C) That includes a landing at a point other than the point of departure; and
(D) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems to navigate to the landing point.
(ii) For the purpose of meeting the aeronautical experience requirements (except for a rotorcraft category rating), for a private pilot certificate (except for a powered parachute category rating), a commercial pilot certificate, or an instrumentrating, or for the purpose of exercising recreational pilot privileges (except in a rotorcraft) under § 61.101 (c), time acquired during a flight -
(A) Conducted in an appropriate aircraft;
(B) That includes a point of landing that was at least a straight-line distance of more than 50 nautical miles from the original point of departure; and
(C) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems to navigate to the landing point.
(iii) For the purpose of meeting the aeronautical experience requirements for a sport pilot certificate (except for powered parachute privileges), time acquired during a flight conducted in an appropriate aircraft that -
(A) Includes a point of landing at least a straight line distance of more than 25 nautical miles from the original point of departure; and
(B) Involves, as applicable, the use of dead reckoning; pilotage; electronic navigation aids; radio aids; or other navigation systems to navigate to the landing point.
(iv) For the purpose of meeting the aeronautical experience requirements for a sport pilot certificate with powered parachute privileges or a private pilot certificate with a powered parachute category rating, time acquired during a flight conducted in an appropriate aircraft that -
(A) Includes a point of landing at least a straight line distance of more than 15 nautical miles from the original point of departure; and
(B) Involves, as applicable, the use of dead reckoning; pilotage; electronic navigation aids; radio aids; or other navigation systems to navigate to the landing point.
(v) For the purpose of meeting the aeronautical experience requirements for any pilot certificate with a rotorcraft category rating or an instrument-helicopter rating, or for the purpose of exercising recreational pilot privileges, in a rotorcraft, under § 61.101(c), time acquired during a flight -
(A) Conducted in an appropriate aircraft;
(B) That includes a point of landing that was at least a straight-line distance of more than 25 nautical miles from the original point of departure; and
(C) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems to navigate to the landing point.
(vi) For the purpose of meeting the aeronautical experience requirements for an airline transport pilot certificate (except with a rotorcraft category rating), time acquired during a flight -
(A) Conducted in an appropriate aircraft;
(B) That is at least a straight-line distance of more than 50 nautical miles from the original point of departure; and
(C) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems.
(vii) For a military pilot who qualifies for a commercial pilot certificate (except with a rotorcraft category rating) under § 61.73 of this part, time acquired during a flight -

Ground training means that training, other than flight training, received from an authorized instructor.

Instrument approach means an approach procedure defined in part 97 of this chapter.
Instrument training means that time in which instrument training is received from an authorized instructor under actual or simulated instrument conditions.
Knowledge test means a test on the aeronautical knowledge areas required for an airman certificate or rating that can be administered in written form or by a computer.
Nationally recognized accrediting agency has the same meaning as defined by the Department of Education in 34 CFR 600.2.
Night vision goggles means an appliance worn by a pilot that enhances the pilot’s ability to maintain visual surface reference at night.
Night vision goggle operation means the portion of a flight that occurs during the time period from 1 hour after sunset to 1 hour before sunrise where the pilot maintains visual surface reference using night vision goggles in an aircraft that is approved for such an operation.
Pilot time means that time in which a person -
(i) Serves as a required pilot flight crewmember;
(ii) Receives training from an authorized instructor in an aircraft, full flight simulator, flight training device, or aviation training device;
(iii) Gives training as an authorized instructor in an aircraft, full flight simulator, flight training device, or aviation training device; or
(iv) Serves as second in command in operations conducted in accordance with § 135.99(c) of this chapter when a second pilot is not required under the type certification of the aircraft or the regulations under which the flight is being conducted, provided the requirements in § 61.159(c) are satisfied.
Practical test means a test on the areas of operations for an airman certificate, rating, or authorization that is conducted by having the applicant respond to questions and demonstrate maneuvers in flight, in a flight simulator, or in a flight training device.
Set of aircraft means aircraft that share similar performance characteristics, such as similar airspeed and altitude operating envelopes, similar handling characteristics, and the same number and type of propulsion systems.
Student pilot seeking a sport pilot certificate means a person who has received an endorsement -
(i) To exercise student pilot privileges from a certificated flight instructor with a sport pilot rating; or
(ii) That includes a limitation for the operation of a light-sport aircraft specified in § 61.89(c) issued by a certificated flight instructor with other than a sport pilot rating.
Technically advanced airplane (TAA) means an airplane equipped with an electronically advanced avionics system.
Training time means training received -
(i) In flight from an authorized instructor;
(ii) On the ground from an authorized instructor; or

Complex airplane means an airplane that has a retractable landing gear, flaps, and a controllable pitch propeller, including airplanes equipped with an engine control system consisting of a digital computer and associated accessories for controlling the engine and propeller, such as a full authority digital engine control; or, in the case of a seaplane, flaps and a controllable pitch propeller, including seaplanes equipped with an engine control system consisting of a digital computer and associated accessories for controlling the engine and propeller, such as a full authority digital engine control.

(i) Except as provided in paragraphs (ii) through (vi) of this definition, time acquired during flight -
(A) Conducted by a person who holds a pilot certificate;
(B) Conducted in an aircraft;
(C) That includes a landing at a point other than the point of departure; and
(D) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems to navigate to the landing point.
(ii) For the purpose of meeting the aeronautical experience requirements (except for a rotorcraft category rating), for a private pilot certificate (except for a powered parachute category rating), a commercial pilot certificate, or an instrumentrating, or for the purpose of exercising recreational pilot privileges (except in a rotorcraft) under § 61.101 (c), time acquired during a flight -
(A) Conducted in an appropriate aircraft;
(B) That includes a point of landing that was at least a straight-line distance of more than 50 nautical miles from the original point of departure; and
(C) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems to navigate to the landing point.
(iii) For the purpose of meeting the aeronautical experience requirements for a sport pilot certificate (except for powered parachute privileges), time acquired during a flight conducted in an appropriate aircraft that -
(A) Includes a point of landing at least a straight line distance of more than 25 nautical miles from the original point of departure; and
(B) Involves, as applicable, the use of dead reckoning; pilotage; electronic navigation aids; radio aids; or other navigation systems to navigate to the landing point.
(iv) For the purpose of meeting the aeronautical experience requirements for a sport pilot certificate with powered parachute privileges or a private pilot certificate with a powered parachute category rating, time acquired during a flight conducted in an appropriate aircraft that -
(A) Includes a point of landing at least a straight line distance of more than 15 nautical miles from the original point of departure; and
(B) Involves, as applicable, the use of dead reckoning; pilotage; electronic navigation aids; radio aids; or other navigation systems to navigate to the landing point.
(v) For the purpose of meeting the aeronautical experience requirements for any pilot certificate with a rotorcraft category rating or an instrument-helicopter rating, or for the purpose of exercising recreational pilot privileges, in a rotorcraft, under § 61.101(c), time acquired during a flight -
(A) Conducted in an appropriate aircraft;
(B) That includes a point of landing that was at least a straight-line distance of more than 25 nautical miles from the original point of departure; and
(C) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems to navigate to the landing point.
(vi) For the purpose of meeting the aeronautical experience requirements for an airline transport pilot certificate (except with a rotorcraft category rating), time acquired during a flight -
(A) Conducted in an appropriate aircraft;
(B) That is at least a straight-line distance of more than 50 nautical miles from the original point of departure; and
(C) That involves the use of dead reckoning, pilotage, electronic navigation aids, radio aids, or other navigation systems.
(vii) For a military pilot who qualifies for a commercial pilot certificate (except with a rotorcraft category rating) under § 61.73 of this part, time acquired during a flight -

Knowledge test means a test on the aeronautical knowledge areas required for an airman certificate or rating that can be administered in written form or by a computer.
Nationally recognized accrediting agency has the same meaning as defined by the Department of Education in 34 CFR 600.2.
Night vision goggles means an appliance worn by a pilot that enhances the pilot’s ability to maintain visual surface reference at night.
Night vision goggle operation means the portion of a flight that occurs during the time period from 1 hour after sunset to 1 hour before sunrise where the pilot maintains visual surface reference using night vision goggles in an aircraft that is approved for such an operation.
Pilot time means that time in which a person -
(i) Serves as a required pilot flight crewmember;
(ii) Receives training from an authorized instructor in an aircraft, full flight simulator, flight training device, or aviation training device;
(iii) Gives training as an authorized instructor in an aircraft, full flight simulator, flight training device, or aviation training device; or
(iv) Serves as second in command in operations conducted in accordance with § 135.99(c) of this chapter when a second pilot is not required under the type certification of the aircraft or the regulations under which the flight is being conducted, provided the requirements in § 61.159(c) are satisfied.
Practical test means a test on the areas of operations for an airman certificate, rating, or authorization that is conducted by having the applicant respond to questions and demonstrate maneuvers in flight, in a flight simulator, or in a flight training device.
Set of aircraft means aircraft that share similar performance characteristics, such as similar airspeed and altitude operating envelopes, similar handling characteristics, and the same number and type of propulsion systems.
Student pilot seeking a sport pilot certificate means a person who has received an endorsement -
(i) To exercise student pilot privileges from a certificated flight instructor with a sport pilot rating; or
(ii) That includes a limitation for the operation of a light-sport aircraft specified in § 61.89(c) issued by a certificated flight instructor with other than a sport pilot rating.
Technically advanced airplane (TAA) means an airplane equipped with an electronically advanced avionics system.
Training time means training received -
(i) In flight from an authorized instructor;
(ii) On the ground from an authorized instructor; or

Completion of the ICAO flight plan form is quite simple and is only a matter of inserting the requested information in the appropriate boxes. The white boxes on the form relate to required information about the flight and are to be completed by the pilot or dispatcher while the shaded boxes indicate the information that is to be inserted by appropriate ATS and COM services.

It is very important to adhere closely to the prescribed formats and manner of specifying data.
A new flight plan format was fully implemented from 15th November 2012 containing certain significant changes from the previous format.
When completing a flight plan the following rules apply:
*use capital letters, one letter in each space of the field (unless field are not divided into spaces)
*adhere to the prescribed formats and manner of specifying data
*any data should be inserted only in the fields and spaces provided.
*where excess space is available, leave unused spaces blank.
*all times should be clock times in 4 figures UTC (e.g., 1800, 0930, etc.)
*the term “aerodrome”, where used in the flight plan, is intended to cover also sites other than aerodromes, which may be used by certain types of aircraft, e.g., helicopters or balloons.
*note that item numbers on the form are not consecutive (they correspond to item type in standard ATS messages).
*items preceding item 7 are to be completed by ATC and COM services
*items 7 to 18 should be completed as indicated hereunder.
*item 19 completion is to facilitate alerting of SAR (Search and Rescue) services.
Also remember that:
*if your flight plan is for a future date (You may file Your flight plan 120 hours before Estimated Off Block Time – EOBT) make sure that the date is provided clearly in item 18 (preceded by “DOF/”) . If You want to delay Your flight plan over midnight, a CHG (Change) and not DLA (Delay) message should be sent.
*it is essential to advise ATS of cancellation, delay or any changes to the flight plan. When multiple changes are to be made, it is preferable to cancel the existing flight plan and file a new one. The pilot (or representative) should advise ATS about a delay if it exceeds 30 minutes for flights in controlled airspace, or 60 minutes for flights outside controlled airspace.

This item indicates both flight rules and type of flight. Flight rules are important due to different regulations, weather and separation minimums for IFR and VFR flights.

Then add ICAO Wake Turbulence Category (1 character). The COM/NAV/SSR equipment on board and its serviceability must be inserted by adding the appropriate suffixes. The first suffixes will denote the COM/NAV equipment, followed by an oblique stroke, and another suffix to denote the SSR equipment. Options for COM/NAV equipment are:N if no COM/NAV/approach aid equipment for the route to be flown is carried, or the equipment is unserviceable,or S if standard COM/NAV/approach aid equipment for the route to be flown is available and serviceable.

Carrefour and Casino, two of the biggest food retailers in France and owner of hundreds of stores overseas combined, are squabbling about claims one approached the other of a possible merger.
On Sunday (23 September), Casino issued a statement asserting it had been contacted by Carrefour ’over the last few days with a view to a possible combination’.
In the statement, Casino said its board had met on Sunday and had ’unanimously reiterated its entire confidence’ in the retailer’s ’strategy for value creation based on its unique market positioning’.
The statement read: ’The board unanimously decided to reject Carrefour’s approach. Casino thus intends to take all necessary action to defend the group’s corporate interest, and its structural integrity, a key factor for the success of its strategy.’
The St Etienne-based Casino - which runs chains including Franprix and Leader Price in France - said its board also ’observed that Carrefour’s approach occurs at a time when the market for Casino’s securities has been subjected to coordinated downward speculative manipulations of an unprecedented scale over the course of the past several months’.
From the start of 2018 to the close of trading on Friday, Casino’s shares had fallen more than 29%, in part amid concerns over debts at the retailer’s parent holding Rallye.
The statement raised eyebrows in the market, what with the relative market shares of Casino and Carrefour not just in France but also in Brazil.
According to Statista, a combined Carrefour-Casino would, based on forecast 2018 market shares, account for 29.4% of France’s grocery retail market.
A report from the Foreign Agricultural Service of the US Department of Agriculture, issued in June, had Carrefour as the largest retailer in Brazil by market share, at 14%, according to figures cited from the Brazilian Supermarket Association. Casino’s Grupo Pao de Acucar was second at 13.7%.
Fast-forward to Monday morning and a statement emerged some 285 miles further north from Carrefour’s HQ outside Paris. Carrefour’s statement also referred to Casino’s recent ’difficulties’ but flatly rebuffed the claim it had made an approach.
’The difficulties faced by Casino and its controlling shareholder may not justify untimely, misleading and groundless communications,’ Carrefour’s statement read.
’Carrefour denies having solicited Casino and is surprised that Casino’s board of directors would have been submitted a merger proposal that does not exist.
’Focused on the implementation of its 2022 transformation plan, Carrefour is reviewing its legal options in order to stop these unacceptable innuendoes.’

Carrefour and Casino, two of the biggest food retailers in France and owner of hundreds of stores overseas combined, are squabbling about claims one approached the other of a possible merger.
On Sunday (23 September), Casino issued a statement asserting it had been contacted by Carrefour ’over the last few days with a view to a possible combination’.
In the statement, Casino said its board had met on Sunday and had ’unanimously reiterated its entire confidence’ in the retailer’s ’strategy for value creation based on its unique market positioning’.
The statement read: ’The board unanimously decided to reject Carrefour’s approach. Casino thus intends to take all necessary action to defend the group’s corporate interest, and its structural integrity, a key factor for the success of its strategy.’
The St Etienne-based Casino - which runs chains including Franprix and Leader Price in France - said its board also ’observed that Carrefour’s approach occurs at a time when the market for Casino’s securities has been subjected to coordinated downward speculative manipulations of an unprecedented scale over the course of the past several months’.
From the start of 2018 to the close of trading on Friday, Casino’s shares had fallen more than 29%, in part amid concerns over debts at the retailer’s parent holding Rallye.
The statement raised eyebrows in the market, what with the relative market shares of Casino and Carrefour not just in France but also in Brazil.
According to Statista, a combined Carrefour-Casino would, based on forecast 2018 market shares, account for 29.4% of France’s grocery retail market.
A report from the Foreign Agricultural Service of the US Department of Agriculture, issued in June, had Carrefour as the largest retailer in Brazil by market share, at 14%, according to figures cited from the Brazilian Supermarket Association. Casino’s Grupo Pao de Acucar was second at 13.7%.
Fast-forward to Monday morning and a statement emerged some 285 miles further north from Carrefour’s HQ outside Paris. Carrefour’s statement also referred to Casino’s recent ’difficulties’ but flatly rebuffed the claim it had made an approach.
’The difficulties faced by Casino and its controlling shareholder may not justify untimely, misleading and groundless communications,’ Carrefour’s statement read.
’Carrefour denies having solicited Casino and is surprised that Casino’s board of directors would have been submitted a merger proposal that does not exist.
’Focused on the implementation of its 2022 transformation plan, Carrefour is reviewing its legal options in order to stop these unacceptable innuendoes.’

But if you have been reading blackjack tutorials you should know by now that the house edge is lower in blackjack than in other games, and therefore you have the best chance of winning in blackjack.
In fact, the dealer has a better chance of coming out ahead because at a busy table the dealer is playing multiple hands at once by the most conservative of rules. In other words, the casino is taking less risk per round in blackjack than the players while at the same time multiplying its chances of winning.
Players make mistakes when playing blackjack. Blackjack dealers don’t have to make hard decisions. In fact, by always going last the dealer often doesn’t have to make any choices at all. The players make most of the decisions in blackjack. And yet blackjack remains profitable for the casinos. The casinos are profiting from player mistakes.
Players make several types of gambling mistakes. One of the most common mistakes is to confuse the probability of winning with the theoretical return to player. The probability of winning is limited to the next round of play. The theoretical return to player is an estimate of what all the players of a game will collectively receive over the life of a specific game (or an arbitrarily large number of rounds in the game).
The rule of thumb is that the more rounds played for a given game the more the actual results of that game will average out close to the theoretical return to player (or the house edge).
But what are the chances of your drawing a natural blackjack on the next deal? What are the chances that the dealer will not win against you on the next deal? These are probabilities that can be computed on the basis of how many cards are left in the shoe, less the cards that have already been played. Those probabilities change as more cards are played but they rarely if ever line up with the theoretical return to player.
The mistake players make is assuming that the house only has a 2.5% chance of winning the next round. The dealer’s chance of winning that next hand can be as high as 100% and as low as 0%. The house edge is always irrelevant with respect to any individual round played on any gambling game from keno to slots to blackjack to baccarat.
When you gamble, it’s nice to know how much money the house is expected to retain over the next 30 days but that won’t help you predict how much you win or lose in any of the next 10 rounds of play.
Expert gamblers like to calculate probabilities but probabilities do not predict the next round’s outcome. The roulette wheel always has a 1 in 37 or 1 in 38 chance of landing on any given number. The chance that the ball will land on number “7” 100 times in a row remains 1 in 37 or 1 in 38. That never changes (allowing for truly random spins, although the laws of physics mandate that the spins won’t be completely random).
On the other hand, what is the expected probability of a random spin of the roulette wheel producing “7” 100 times in a row? This is where you multiply your individual spin probability (1/3x) by itself the number of times in a row (100 in this case). The expected probability of the wheel hitting “7” 100 times in a row is 1.51296e-157 (a very, very small number). But that low probability has no bearing on the probability of the next spin.
This is the dichotomy of probability theory, where you are dealing with large sequences of independent events. The expected probability does not mean you cannot or will not see the unlikely outcome. In this hypothetical example, we are simply computing how many possible outcomes there are and assuming the chances of producing the same result 100 times in a row are equivalent to a certain percentage of those possible outcomes.
Unfortunately (even semi-) random events have a way of defying the probabilities. But if someone offers you 100-to-1 odds that a roulette wheel will land on “7” 100 times in a row, verify their ability to pay and take the wager. They lose as soon as a different result turns up before the 100TH spin.
The bottom line here is simple: don’t try to do the math like an expert. Random chance will always eventually prove the experts wrong.What You Must Do to Improve Your Chances of Winning
Here are a few basic rules for improving your chances of winning when you gamble.
*Stop second-guessing yourself.
Every casino game offers you a fair chance of winning. The games, when played fairly and legally, pay prizes that correspond to the expected probabilities of given outcomes, although casinos will hold back a little bit extra in most games to ensure they make some money. Hence, in roulette, the most you can win is 36-to-1 instead of 37-to-1 or 38-to-1.
The odds are always stacked against you. But random chance favors the fool, as the old saying goes. You just cannot guarantee you are the fool upon whom random chance showers its favors.
* Take the least possible risk.
In a hypothetical game where you win 100 rounds out of 100 rounds, you will kick yourself if you only wager $5 on each round for the chance to win $5 instead of wagering $100 on each round for the chance to win $10,000 on each round.
In reality, positive thinking doesn’t work when you gamble. The more you assume you could win the more you are likely to lose when you do lose.
Risking less does mean you win less per round but that’s okay.
* Manage your money so that you play as many rounds as possible.
You are more likely to win back $100 in wagers if you divide them into twenty $5 wagers than if you divide them into five $20 wagers.
Instead of playing numbers games (which is second guessing yourself) or assuming you will win a certain number of times (which is taking more than the least possible risk) you should assume you are going to lose more rounds than you win. When you play slots or even a modest keno game (like a 5-pick) you can still come out ahead when you play more rounds with small wagers than fewer rounds with large wagers.
But how does playing conservatively work in blackjack, when the average prize is an even money bet? If you lose only 49% of the rounds in blackjack you lose. Okay, smart guy, you know you need to double down a few times. Instead of playing numbers games and assuming you can lose X number of hands and double down on Y hands, just accept that once in a while you’ll have to double down to improve your chances in blackjack.
When should you double down? The experts agree that if the dealer is showing a 5 or 6 and you have an ace and anything less than a 7.
You don’t need to double a lot as long as you can double enough to come out ahead.
* Don’t try to win big.
That’s the real fun in gambling, though, isn’t it? You want to win the jackpot, hit the long odds, and outwit the dealer at every hand.
Going for the big win is the worst possible way to gamble. You may not be playing all-or-nothing but you are playing too much.
Still, you can adjust the amount of your wagers upward if you are doing well. Just keep them proportionate to your bankroll.
* Use a consistent percentage ceiling in your wager to bankroll ratio.
Although it is prudent to limit your initial wagers to 5% of your original bankroll, at some point you may double or triple your money. Does it make sense to continue playing by the original 5% measure?
Most gamblers will feel confident enough to increase their wagers. But while it’s usually good advice to ignore all betting systems when you gamble (because each has its flaws), you can set a limit of “5% of your current bankroll down to half”, meaning you gamble with $5 bets until you lose half the money you came in with.Best Way To Win Big In Gambling
If you double your money then you can double your wagers as long as you don’t go above 5%.
Five percent is not a magic number. You can set the percentage at 1%, 5%, 15%, or even 20%. You should be consistent about not going above your percentage. You still have the flexibility of making larger wagers if you roll up your money.
* Divide Your Bankroll At Certain Split Points.
This technique works best in land-based casinos, especially when you can put your money into tickets that are easy to carry around. A split point is a multiple of your bankroll. Say you begin gambling with $200 and you roll that up to $400 at the craps table. Now take half your money and put $200 of it into a ticket.
You can continue playing craps with the remaining $200 or you can try another game. When you roll up your second $200 to $400 again you split the money into another ticket plus money to play with.
After you have 3 or 4 tickets you can rotate them. Never play a ticket all the way down. Leave at least a few dollars on it so you can leave the casino with some money (and a little dignity).
When you gamble online it makes some sense to shift money from the game balance back to your main account. As long as you have money in your game account you should be good. It helps you to stay focused on conservative betting if you take money out of the game when you get ahead of your original bankroll.
* Play with Casino Bonus Money Whenever Possible
Land-based casinos may not offer you signup bonuses but many online casinos do. Play conservatively with the casino bonus money to increase your chances of fulfilling your wagering requirement with just the bonus money. HARRISBURG, Pa. (AP) — Pennsylvania will again seek to auction a mini-casino license on Sept. 2, under orders from state lawmakers in search of cash for a treasury starved of tax collections from shutdowns to contain the coronavirus.
The Pennsylvania Gaming Control Board on Wednesday scheduled the auction after budget legislation that passed in May required another auction.

Bidders must submit a prospective site for the casino that cannot come within 40 miles of another casino location.
Minimum bids are set at $7.5 million, and the state tax rate on casino revenue is among the nation’s highest.
Meanwhile, exclusion zones around the 17 existing and proposed casino sites have rendered Pennsylvania’s largest metropolitan areas off-limits. On top of that, coronavirus shutdowns have kept Pennsylvania’s casinos closed for much of the last four months, and slot-machine play — the dominant money-maker — was off by about 25%, or almost $7 billion, in the 11 months through June, according to the latest state statistics.
The state received bids in five auctions in 2018, but interest petered out in the sixth auction and another auction ordered by lawmakers last year drew no bids.
None of the mini-casinos have opened yet and one successful bidder, the owners of Mount Airy Casino Resort in the Pocono Mountains, saw regulators reject their proposed mini-casino after acknowledging that they couldn’t finance the project.
One mini-casino is being built near the city of Reading, along the Pennsylvania Turnpike, while two are sited in southcentral Pennsylvania and another is being built in Westmoreland County, in western Pennsylvania. All told, the state has reaped about $111 million in bids.
With 12 casinos operating, Pennsylvania was the nation’s No. 2 state for commercial casino revenue, behind Nevada, at $3.4 billion in 2019, according to American Gaming Association figures. It was No. 1 in tax revenue from casino gambling last year at $1.5 billion.

Cue the drumroll: Pennsylvania’s first mini-casino has its closeup Tuesday, Nov. 24, with a full formal opening after a week of dress rehearsals with a limited audience.
The debut event of Live! Casino Pittsburgh also marks the brick-and-mortar entrance into the PA gaming market for The Cordish Companies of Baltimore.
Cordish is nationally known for the development of entertainment districts and venues. Cordish entered the crowded PA online casino market in August with the debut of PlayLive!
Doing so early meant introducing the Live! brand and a linked rewards card to the market, Rob Norton, leader of Cordish Gaming Group, told PlayPA Thursday during a phone interview.

The Western PA casino will also be the first repurposing of vacant mall space for gaming use in the Commonwealth, but not the last. Another mini-casino is set for the York area, in Morgantown, and perhaps there will be a fourth near State College to follow. A fifth remains in limbo.
The retail rehab is a first in PA for gaming, though card rooms in other jurisdictions, particularly Texas, have filled vacant retail space for some time.
Jack Cleveland Casino, downtown in the Ohio city, was a notable earlier mall conversion which opened in 2012.

Norton said the goal was to present a “full-sized experience” – experience being the foundation of Cordish developments for decades.
He pointed out that the Live! Pittsburgh property is “bigger than many casinos all over the country, especially in the Midwest.”
“We couldn’t be happier or more excited. The casino looks great and the experience is a game-changer.”
According to Norton, the property is more of redevelopment than conversion. And the property has worked to create a synergy with existing retailers. The second floor of the building connects to the mall and allows those under 21-years-old into the building while keeping the casino off-limits.

Norton said the soft opening has allowed the facility to spread out the opening rush and allow VIPs to tour the casino without crowds.
As a unique safeguard, slot machines shut off when a player is finished until a Live! employee sanitizes the machine and reactivates it, added Norton.

Norton said leaders at the new casino have close contact with county health officials who are aware of the precautions Live! is taking. And the opening night celebration on Tuesday will take place with strict safety precautions.

The Western PA Live! is a $150 million facility. The Cordish affiliate Stadium Casino Westmoreland RE, LLC developed the property.
There are more than 100,000 square feet of gaming, dining, and entertainment space, with 750 slots and approximately 30 table games. The suburban casino has more than 6,000 parking spaces. Sports bettors will be happy to find a FanDuel-branded retail sportsbook.
The property is the second Pittsburgh area casino, competing against Rivers Casino Pittsburgh. Officials in Alleghany County just issued a stay at home order, and work on a hotel affiliated with Rivers is stalled.
In Philadelphia, the Live! Casino will also compete against the same company, Rivers Casino Philadelphia. New restrictions due to the virus’s re-emergence mean Rivers Philadelphia will close its doors until at least Jan. 1.

The Live! project should generate more than $188 million in annual economic impact, plus an additional $148 million in economic impact from construction.
Annual taxes are likely about $47.5 million.
